They sink because the base was too shallow, poorly compacted or laid over soil that holds water. Once winter arrives, that trapped moisture freezes and heaves the surface upward, then thaws and drops it unevenly. Two or three seasons of that and you have a path that traps puddles, catches toes and pitches water back toward your foundation.
